This is a usually a simple permissions issue. Follow the steps below to correct the issue.
1. Login to the Treeno Web Portal as an Administrator
2. Go to Administration > System Preferences > Advanced Folder Settings
3. Select the user in question
4. In the "View By" drop-down, select "Global"
5. Verify that the "Add Documents" function is enabled
* In this particular menu, all instances of the word "Document" actually refer to "Document Types".
